Nigeria Considers Crude Supply Reforms to Aid Domestic Refiners

Nigeria is weighing reforms to its crude oil supply arrangements in a bid to strengthen domestic refining capacity, including operations at the Dangote Refinery, according to CNBC Africa. The reported rethink comes as Africa’s largest oil producer continues to balance its role as a major crude exporter with long-standing ambitions to reduce its reliance on imported refined fuels.

Nigeria sits on some of Africa’s largest proven oil reserves and for decades has been one of the continent’s top crude producers. Yet a combination of ageing state-owned refineries, pipeline disruptions and decades of underinvestment left the country dependent on fuel imports for much of its domestic consumption, despite shipping crude abroad. Closing that gap has been a stated priority of successive federal administrations in Abuja.

The Dangote Refinery, located in the Lekki free zone on the outskirts of Lagos, represents the most ambitious private-sector effort to reverse that pattern. Developed by the Dangote Group, the facility began phased operations in 2023 and is designed to process several hundred thousand barrels of crude per day. Its scale places it among the largest single-train refineries in the world, and policymakers in Abuja have publicly framed it as central to Nigeria’s energy security strategy.

Under the reforms being considered, the focus is on how crude is allocated to local processors rather than exported, as CNBC Africa reported. The discussion matters because domestic refiners have periodically struggled with consistent feedstock, even as government officials have urged operators to buy Nigerian crude in greater volumes. It underscores the broader challenge of aligning Nigeria’s upstream export orientation with its downstream refining goals.

For Nigeria, the outcome of the policy review will be closely watched by investors, energy traders and consumers, all of whom have a stake in whether the country can convert more of its own crude into fuel for its own market.
