The European Union and Morocco formalised a new Digital Dialogue framework during the GITEX Africa 2026 conference in Marrakech this week, in a move analysts say could reshape North Africa’s role in the global artificial intelligence landscape. The agreement, announced jointly by the European Commission and Morocco’s Ministry of Digital Transition, establishes a structured bilateral mechanism for cooperation on AI, digital infrastructure, e-governance, and digital startup ecosystems.

GITEX Africa 2026, held in Marrakech from April 7 to 9, brought together more than 1,450 technology companies and startups. Dominated by discussions of AI deployment, digital sovereignty, and the infrastructure required for machine learning at scale, the conference has rapidly become one of Africa’s most important technology events. The EU-Morocco Digital Dialogue was the highest-profile bilateral announcement to emerge from this year’s edition.

The stated objectives cover a broad agenda: facilitating the rollout of secure, trusted digital networks between the EU and Morocco, with emphasis on 5G infrastructure, cloud computing, and the regulatory frameworks needed to govern AI applications. The framework also includes provisions for supporting Moroccan digital startups and promoting cross-border digital trade.

The timing reflects a convergence of interests that is as much geopolitical as economic. Morocco has pursued partnerships positioning it as a gateway between Europe and Africa in the digital economy. The EU has an acute interest in building relationships with African partners who share its regulatory values.

Critics have argued that European digital partnerships with authoritarian-leaning governments risk legitimising surveillance infrastructure. Civil society organisations have raised ongoing concerns about press freedom online in Morocco. The proof of these commitments will be in implementation rather than articulation.
